The Resource Archiver Tool allows them to do this.

Como ustedes saben, para FM 2008 nosotros cambiamos el formato de nuestros archivos gráficos para poder empacarlos en archivos (.fmf que se ven cuando instalas el juego). Nosotros hemos creado ésta herramienta para gente en la comunidad FM que desea crear sus skins y otros añadidos gráficos como una forma de desempacar skins, facepack y otros archivos así de esta manera poder examinar o modificar su contenido y poder así tener una vía para crear nuevos paquetes gráficos así se puedan distribuir en un único archivo.

El Resource Archive Tool (la herramienta de Archivos de Recursos) permite hacer todo esto. También habla de que hay una guía (en inglés) en el link de SI (es necesario registro).

Creo que Black había creado una guía sobre como hacerlo, busca en el Subforo de Gráficos - Logos/Skins/Otros. O en descargas
